qmail-send is the main process
It is always running
It's the queue manager
It has an internal data structure that says when each delivery whould be tried next
If it has nothing to do, it goes to sleep by reading the trigger pipe
It also sets an alarm clock to wake it up for the next scheduled delivery
To wake up qmail-send prematurely, send it an alarm clock signal
