The PBM package comes with some C libraries to read and write these files
And many, many utility programs
Most of the type giftoppm or ppmtogif
But also utilities for special effects, rotation, convolution, etc.
The format is quite popular
Because it is so very, very simple
For example, the JPEG reference implementation comes with tools to convert PPM to JPEG and back
