What about ledgers that contain other ledgers?
Never happens.
But what if it did?
That would spoil the garbage collection anyway

But what then?
Every ledger has a unique account identifier (customer number or whatever)
Store the identifier, not a reference
Look it up by identifier when you need it
Every significant object has a unique GUID
Store the GUID
