Every day, we send a heartbeat event to each ledger
The ledger propagates the heartbeat to all its components
Most will ignore the event, but...
A consumer might notice it is going to expire soon
It will create its replacement consumer
The replacement will send an invoice
Eventually the consumer will expire and pass responsibility to its replacement
If it has no replacement, it will terminate that account's service
